The end of the development process and the start of the business of website management overlap considerably.
Even while a website is under development, you’ll want to get it on a web server and test it under live conditions. You will start to need all the skills of a website manager – an understanding of HTTP and FTP, of UNIX or W2K, of Apache, IIS or another server, of CGI and web server script maintenance, perhaps of database maintenance, possibly of encryption, SSL and certificates, of load testing and perhaps load balancing, and of much, much more.
As with the development process, website management requires a team approach. You may not have the skills in-house. Moreover, you may not want to have them. Perhaps you focus on design, content or coding.
